This page has been updated to reflect the correct information. We apologize for the errors and any confusion they may have caused.

Procurement intent

RTO7 is seeking a qualified consultant or firm to deliver a credible, sustainable and publicly accessible minimum viable tourism intelligence dashboard using data currently available to RTO7 or reasonably obtainable within the approved budget and schedule. The assignment must produce a working dashboard by March 31, 2027, not only a strategy, report or prototype.

Project approach and phasing

This procurement is for Phase 1 only. Phase 1 will use information already available to RTO7, public data and partner-supplied information that can legally and responsibly be published. It will also establish the governance, architecture and roadmap required for future expansion.

A potential Phase 2 may be considered in a subsequent fiscal year and could include new licensed datasets, greater automation, more detailed geographic reporting, mobility analysis, partner-only access, resident or visitor research and other enhancements. Phase 2 is subject to future funding, approvals and procurement requirements. Award of this Phase 1 contract does not guarantee subsequent work.

Purpose

The purpose of this assignment is to create a trusted regional tourism intelligence resource that helps users understand who visits BruceGreySimcoe, when they visit, whether they stay overnight, what they spend, how accommodation and the tourism economy are performing, and where seasonal or geographic opportunities may exist.

Objectives

  • Create and launch a working, public-facing minimum viable dashboard by March 31, 2027.
  • Consolidate a focused set of tourism indicators that RTO7 can legally publish and sustain.
  • Present observed, estimated, sampled and modelled information accurately and transparently.
  • Support regional, county and selected community-level decision making where data quality permits.
Reduce the risk of misleading comparisons, unsupported precision or incompatible data being combined.
  • Establish repeatable processes for data collection, validation, updating, approval and publication.
  • Enable RTO7 staff to maintain routine dashboard updates without ongoing dependence on the consultant.
  • Provide a prioritized and costed roadmap for future expansion.

Questions regarding this RFP may be submitted to info@rto7.ca until 5:00 p.m. on August 28, 2026. RTO7 may respond to questions as they are received. Questions and responses that provide clarification or additional information relevant to the preparation of proposals will be shared with all prospective proponents.
